dbchangelog-3.1.xsd missing <empty>

Description

A changelog containing a changeset with a single <empty/> element does not validate against http://www.liquibase.org/xml/ns/dbchangelog/dbchangelog-3.1.xsd

<empty> has never been exposed directly for the xsd. I'll add to the 3.3 xsd since I try to not modify released XSDs if at all possible.
